Among the pharmaceuticals (excluding veterinary medicines) listed in (1) to (4) below, those whose efficacy and effects do not have a significant effect on the human body, which are intended to be used at the discretion of consumers based on information provided by pharmacists or other medical professionals, and which require face-to-face information provision by a pharmacist and guidance based on pharmaceutical knowledge to ensure their proper use.
(1) A pharmaceutical that is deemed to fall under Article 14, Paragraph 8, Item 1 of the Pharmaceuticals and Medical Devices Act at the time of application for approval of its manufacture and sale, and for which the period specified by a Ministry of Health, Labour and Welfare ordinance has not yet elapsed since receiving approval for said application.
(2) A pharmaceutical product that is recognized at the time of application for approval to manufacture and sell the product as having the same active ingredients, quantity, usage, dosage, efficacy, effects, etc. as the pharmaceutical product listed in (1), and for which the period specified by the Ministry of Health, Labour and Welfare Ordinance has not yet elapsed since receiving approval for the application.

The Pharmaceutical Adverse Reaction Relief System applies to health damage caused by side effects of medication.
This is a system that provides compensation for those who have suffered illness or disability requiring hospitalization due to side effects caused by the proper use of medicines (including medicines prescribed by hospitals or clinics as well as those purchased at pharmacies) by paying medical expenses, medical allowances, disability pensions, etc.
Pharmaceuticals are essential for maintaining and improving human health, but due to their unique nature, which requires a balance between efficacy and safety, there are cases where side effects cannot be prevented even if the utmost care is taken when using them. For this reason, the Pharmaceutical Adverse Reaction Relief System aims to provide relief to victims by providing medical expenses and other compensation in the event that a certain level of health damage occurs due to side effects despite the proper use of pharmaceuticals (including those prescribed at hospitals and clinics, as well as those purchased at pharmacies).
The costs necessary for providing these medical expenses etc. are funded by contributions paid by licensed pharmaceutical manufacturers and distributors.
